On 12 October 2006, the technical committees, as well as the Management Council and the General Assembly, met during the Annual Meeting of the EFBS at the Hotel HILTON IMPERIAL in Dubrovnik (Croatia).
Both the Legal Affairs Committee and the Housing Policy and Marketing Committee discussed the subject of Bausparen in Croatia in detail. Furthermore, the meeting delegates exchanged views inter alia on distribution channels for Bausparkassen and also on specific legal issues, such as the revision of the Consumer Credit Directive, the harmonisation of mortgage credit at EU level and the European Commission Green Paper published on the subject and the implementation of the Code of Conduct for home loans in the new Member States.
We had pleasure in welcoming Mr Ante Žigman, State Secretary, as special guest speaker to the meeting of the Management Council/General Assembly. His responsibilities within the Croatian Ministry of Finance include financial institutions and he gave an overview on the bauspar saving system in Croatia from the State point of view. An extraordinary positive aspect he mentioned is that the housing construction premium for 2005 had just been paid out to the Bausparkassen, which meant that this could now be transferred to their customers.
A joint press release, which was published at the press conference on 12 October 2006, emphasises the importance of saving-for-home-ownership in Croatia and the inclusion of Croatian building savings interests at European level by the EFBS.
A further highlight to be mentioned is the accession of HVB Banca pentru Locuinte S.A. (Romania) as correspondent member of the EFBS. Mr. Tulin, President, underlined the importance of the incorporation with European affairs, even before the official admission of Romania as a new Member-state in the EU.
